Registration and Operation of Motor
Vehicles
 Motor Vehicle (MV)- any vehicle propelled by any power
other than muscular power using the public highway
(including trailers), but excepting road rollers, trolley cars,
street-sweepers, sprinklers, lawn mowers, bulldozers,
graders, fork-lifts, amphibian trucks, and cranes if not used
on public highways and vehicles run only on rails or tracks,
and tractors, trailers and traction engines of all kinds used
exclusively for agricultural purposes…
 Highway-every public thoroughfare, public boulevard,
driveway, avenue, park, alley…except roadway upon
grounds owned by private persons, colleges, universities, or
other similar institution.
Compulsory Registration of MVs.- All MVs and trailers
of any type used or operated on or upon any
highway of the Philippines must be registered
with the Land Transportation Office for the
current year in accordance with the provisions of
the law.
Purposes of Compulsory Registration of MVs.
1. Establish the MVs/Trailers identity, classification
and ownership;
2. Determine MVs/Trailers roadworthiness;
3. Determine the MVs/Trailers conformity with the
prescribed minimum and maximum dimensions
and weights;
4. Impose payment of the required fees and charges;
5. Authorize and control the MVs/Trailers operation
on public highways; and
6. Establish and maintain its records.

Requirements for Renewal of Registration
for MVs
1. Certificate of Registration (CR)
2. Current Official Receipt/s (OR/s)
3. Certificate of Emission Compliance (CEC or
Smoke Emission Test Certificate)
4. Compulsory Third Party Liability Insurance
certificate of Cover (CTPL)
5. Duly Accomplished Motor Vehicle Inspection
Station (MVIS) Report
6. Confirmation of Franchise from LTFRB/ Copy of
Local franchise ( for “For-Hire” MVs only)
7. Common Carrier Tax (for For-Hire” MVs only)
Driver’s License - is an authority for an
Individual to operate a motor vehicle in the
Philippines.
Student Driver’s Permit – A privileged to
operate a MV provided that the student
driver is accompanied by a duly licensed
driver acting as instructor, the licensed
driver shall be equally responsible and
Liable as the student driver for any violation of
Any traffic laws, rules and regulations
including any injury or damage done by the MV
or account or as a result of its operation by the
student
Driver under his direction.
Requirements for Student Driver’s Permit
 For Filipinos
I. Qualifications
1. Must be at least sixteen (16) years old;
2. Must be physically and mentally fit to
operate a motor vehicle;
3. Must be able to read and write the local
dialect, Pilipino or English.
II. Requirements:
1. Original copy with photocopy of birth
certificate. In the absence, any of the
following:
(a) Affidavit of two (2) disinterested
persons who know the applicant and who
can attest to his/her age and identity
accompanied by non-availability of record.
(b) Any legal document to prove his/her
age such as SSS ID, Passport, or any
Government issued documents;
2. For applicants 18 years old and below,
parent’s or guardian’s written consent;
3. One (1) ID picture
4. Duly accomplished Application for Driver’s
License
 For Foreigners
I. Qualifications
1. Must know how to read and write in
English or Pilipino
2. Must have been in the Philippines for at
least 1 month and can show evidence
that he will stay in the country for at
least five (5) months
II. Requirements
1. Original and photocopy of passport with visa
duration of at least 5 months from date of
application and any of the following
(a) Valid Alien Certificate of Registration (ACR)
(b) If born in the Philippines, original and
photocopy of birth certificate; and
(c) If student, original and photocopy of School
ID.
2. Two (2) ID pictures;
3. Duly accomplished Application for Driver’s
License (ADL).
Non-Professional Driver’s License
 New
I. Qualifications
1. Must be at least seventeen (17) years old;
2. Must be physically and mentally fit to operate a
motor vehicle;
3. Must be not a drug user or alcoholic;
4. Must be able to read and write Pilipino, local
dialect or English
5. Must have clean cut hair
6. Must be clean, neat and presentable (wearing
sando during photo-taking will not b allowed)
II. Requirements
1. Valid Student Driver’s Permit with Driver’s
License Receipt (DLR) at least 1 month old and
with ID Picture attached (For Foreigners,
photocopy of passport and ACR duly
authenticated by the Regional Director or any
authorized employee of the LTO);
2. Medical Certificate duly signed by an accredited
LTO Physicians or Government Physicians
provided accomplished by official receipt;
3. Must have passed the written and practical
examinations
4. Duly accomplished Application for Driver’s
License (ADL)
Professional Driver’s License
 New
I. Qualifications
1. Must be at least eighteen (18) years old;
2. Must be physically and mentally fit o operate a
motor vehicle;
3. Must not be a prohibited/dangerous drug user
or alcoholic;
4. Must be able to read and write Pilipino, local
dialect or English;
5. Must have clean cut-hair;
6. Must be clean, neat and presentable, wearing
Sando and Slippers are not allowed.
II. Requirements
1. Valid Student Driver’s Permit at least 5
months old with the DLR;
2. Medical Certificate duly signed by an
accredited LTO Physician or by
Government Physician provided
accompanied by an OR;
3. NBI or Police or Fiscal or Court clearance
from place of residence;
4. Must have passed the written and
practical examinations; and
5. Duly accomplished ADL.

Conductor’s License
I. Qualifications
1. Must be at least 18 years old;
2. Must be Physically and Mnetally fit o work
3. Must not be afflicted with any contagious
disease such as tuberculosis or sexually
transmitted diseases, epilepsy;
4. Must not be prohibited/dangerous drug user
or an alcoholic;
5. Must be able to read and write Pilipino, local
dialect or English;
6. Must have clean cut hair; and
7. Must be clean, neat and presentable. Wearing
of Sandos and slippers are not allowed.
II. Requirements
1. Original Birth Certificate or any legal
document to provide his identity and
age;
2. Medical Certificate duly signed by an
accredited LTO Physician or by a
Government Physician provided
accompanied by an official receipt;
3. NBI or Police or Fiscal or Court clearance
from place of residence;
4. Must have passed the written
examinations;
5. Duly accomplished ADL.

Registration and Operation of Motor Vehicles  Motor Vehicle (MV)- any vehicle propelled by any power other than muscular power using the public highway (including trailers), but excepting road rollers, trolley cars, street-sweepers, sprinklers, lawn mowers, bulldozers, graders, fork-lifts, amphibian trucks, and cranes if not used on public highways and vehicles run only on rails or tracks, and tractors, trailers and traction engines of all kinds used exclusively for agricultural purposes…  Highway-every public thoroughfare, public boulevard, driveway, avenue, park, alley…except roadway upon grounds owned by private persons, colleges, universities, or other similar institution.
  • 4. Compulsory Registration of MVs.- All MVs and trailers of any type used or operated on or upon any highway of the Philippines must be registered with the Land Transportation Office for the current year in accordance with the provisions of the law. Purposes of Compulsory Registration of MVs. 1. Establish the MVs/Trailers identity, classification and ownership; 2. Determine MVs/Trailers roadworthiness; 3. Determine the MVs/Trailers conformity with the prescribed minimum and maximum dimensions and weights; 4. Impose payment of the required fees and charges; 5. Authorize and control the MVs/Trailers operation on public highways; and 6. Establish and maintain its records.

  • 12. Requirements for Renewal of Registration for MVs 1. Certificate of Registration (CR) 2. Current Official Receipt/s (OR/s) 3. Certificate of Emission Compliance (CEC or Smoke Emission Test Certificate) 4. Compulsory Third Party Liability Insurance certificate of Cover (CTPL) 5. Duly Accomplished Motor Vehicle Inspection Station (MVIS) Report 6. Confirmation of Franchise from LTFRB/ Copy of Local franchise ( for “For-Hire” MVs only) 7. Common Carrier Tax (for For-Hire” MVs only)
  • 13. Driver’s License - is an authority for an Individual to operate a motor vehicle in the Philippines. Student Driver’s Permit – A privileged to operate a MV provided that the student driver is accompanied by a duly licensed driver acting as instructor, the licensed driver shall be equally responsible and Liable as the student driver for any violation of Any traffic laws, rules and regulations including any injury or damage done by the MV or account or as a result of its operation by the student Driver under his direction.
  • 14. Requirements for Student Driver’s Permit  For Filipinos I. Qualifications 1. Must be at least sixteen (16) years old; 2. Must be physically and mentally fit to operate a motor vehicle; 3. Must be able to read and write the local dialect, Pilipino or English. II. Requirements: 1. Original copy with photocopy of birth certificate. In the absence, any of the following:
  • 15. (a) Affidavit of two (2) disinterested persons who know the applicant and who can attest to his/her age and identity accompanied by non-availability of record. (b) Any legal document to prove his/her age such as SSS ID, Passport, or any Government issued documents; 2. For applicants 18 years old and below, parent’s or guardian’s written consent; 3. One (1) ID picture 4. Duly accomplished Application for Driver’s License
  • 16.  For Foreigners I. Qualifications 1. Must know how to read and write in English or Pilipino 2. Must have been in the Philippines for at least 1 month and can show evidence that he will stay in the country for at least five (5) months II. Requirements 1. Original and photocopy of passport with visa duration of at least 5 months from date of application and any of the following
  • 17. (a) Valid Alien Certificate of Registration (ACR) (b) If born in the Philippines, original and photocopy of birth certificate; and (c) If student, original and photocopy of School ID. 2. Two (2) ID pictures; 3. Duly accomplished Application for Driver’s License (ADL).
  • 18. Non-Professional Driver’s License  New I. Qualifications 1. Must be at least seventeen (17) years old; 2. Must be physically and mentally fit to operate a motor vehicle; 3. Must be not a drug user or alcoholic; 4. Must be able to read and write Pilipino, local dialect or English 5. Must have clean cut hair 6. Must be clean, neat and presentable (wearing sando during photo-taking will not b allowed)
  • 19. II. Requirements 1. Valid Student Driver’s Permit with Driver’s License Receipt (DLR) at least 1 month old and with ID Picture attached (For Foreigners, photocopy of passport and ACR duly authenticated by the Regional Director or any authorized employee of the LTO); 2. Medical Certificate duly signed by an accredited LTO Physicians or Government Physicians provided accomplished by official receipt; 3. Must have passed the written and practical examinations 4. Duly accomplished Application for Driver’s License (ADL)
  • 20. Professional Driver’s License  New I. Qualifications 1. Must be at least eighteen (18) years old; 2. Must be physically and mentally fit o operate a motor vehicle; 3. Must not be a prohibited/dangerous drug user or alcoholic; 4. Must be able to read and write Pilipino, local dialect or English; 5. Must have clean cut-hair; 6. Must be clean, neat and presentable, wearing Sando and Slippers are not allowed.
  • 21. II. Requirements 1. Valid Student Driver’s Permit at least 5 months old with the DLR; 2. Medical Certificate duly signed by an accredited LTO Physician or by Government Physician provided accompanied by an OR; 3. NBI or Police or Fiscal or Court clearance from place of residence; 4. Must have passed the written and practical examinations; and 5. Duly accomplished ADL.
  • 24. Conductor’s License I. Qualifications 1. Must be at least 18 years old; 2. Must be Physically and Mnetally fit o work 3. Must not be afflicted with any contagious disease such as tuberculosis or sexually transmitted diseases, epilepsy; 4. Must not be prohibited/dangerous drug user or an alcoholic; 5. Must be able to read and write Pilipino, local dialect or English; 6. Must have clean cut hair; and 7. Must be clean, neat and presentable. Wearing of Sandos and slippers are not allowed.
  • 25. II. Requirements 1. Original Birth Certificate or any legal document to provide his identity and age; 2. Medical Certificate duly signed by an accredited LTO Physician or by a Government Physician provided accompanied by an official receipt; 3. NBI or Police or Fiscal or Court clearance from place of residence; 4. Must have passed the written examinations; 5. Duly accomplished ADL.
